According to the Far Eastern Economic Review there are three factors which make a university world class. They are meritocracy (quotas will weaken ta university), cross- faculty cooperation on all levels (bickering between faculties definitely undermines it) and honesty (plagiarism, corruption etc. definitely will downgrade any institution).
Can we achieve those percepts?
