My theory is disabled people are easier to go after. Many of us on wheelchairs cannot escape! Enforcement officers should keep this up for the glory of the nation!
One thing I cannot tolerate is ableism. Here the enforcement is practicing it. Why should the weak be picked on? Ponder on the quote.
